Fancy Rein Guide?

I found this last week and thought it was just a broken rein guide until I cleaned it up. If it is one, it is the fanciest rein guide I have seen. I don't think the loop is broke except for one tip.

I wonder if there is any meaning to the hand and leaves on both sides. Does the loop resemble horns to you?
